Some time ago there was a thread about a woman (in Virginia) who was
stopped for speeding while going to a hospital to give birth. She was
assessed an outlandish fine (over $1,000) for speeding, and probably
reckless driving. These were referred to as "Abusive Driver Fees."
There has been a lot of uproar, in Virginia, about these fees.
Yesterday the Va. House voted 93 to 2 to repeal the abusive driver fee
law. The Senate is suppose to vote on it today or tomorrow.
The resolution to repeal was originally written with a clause in it for a full
refund for those who already paid. This was deleted before the vote.
The lawmakers said the law would not stand a constitutionally test if it
went to the high court, because it only applied to Virginia drivers. If an
out of state driver was stopped, in Va. he would not be bound by the new
law.
Makes sense to me !!
