Remember that Russia denies the Moskva ever sank.
They even held a publicized award ceremony for the crew shortly after the "smoking accident", where the entire compliment attending were all able bodied sailors, none missing, none injured - and none ever having been aboard the Moskva.

Russia will go to great lengths to uphold the long-standing Soviet tradition of creating illusions that all is well.

Naah...the Kuznetsov has an advanced air conditioning system that gathers all the crews' cigarette smoke and pushes it up through the funnel. That's why the ship hasn't exploded and sunk yet. They take smoking accidents seriously aboard the Kuznetsov!
