I think the devil is in the details and we don't have all of the information. However I would say no. Ukraine would only be able to hit a small portion of Russia's oil infrastructure. During WWII, much/most of Germany's oil infrastructure was attacked, multiple times by the allies. Much of it was put out of operation.

Germany itself was accessible from Allied bases in the north west and south west, it's infrastructure being grouped near urban centers (which in turn had manufacturing sites) and is or was a much smaller geographic area than Russian proper.
