I don't think anyone in Ukraine or Russia is listening to any statements of resolve from the USA until January 20th. If I've just been given a sixty day redundancy notice from my employer, my customers and competitors will scoffing at any statements I send supporting or countering their efforts.

Romania did have a training (flight and maintenance) facility for the F-16s program.
I beleive there was one in Poland and Germany, too.

Perhaps France will do something similar?

I believe Dassault actually has facilities in Ukraine already. I'm thinking (and it hurts) someone has something concrete.
