In my opinion we are far from seeing a Rafale with Ukrainian roundel, if any.

Right, but my understanding is that Macron's position is fairly shaky anyway. I wouldn't be surprised to see this letter of intent come to fruition after Macron's tenure is up.

Who-s gonna pay for that ?

France's finances are broke to say the least and the gvt is presently unable to have a vote on the budget.
 
Financial aid from other Europowers?

1°) Many countries are presently unable to reach the 2 % GNP NATO objective.

2°) Dassault because of the various Rafales previous orders is working at full cadence and in its present states does not have the industrial capabilities for more ; even if the 100 planes were produced, the pilots training will be kind of a challenge.

I would be glad to see the orders materialised but I have my doubts.
