I notably appreciate : The letter states that Ukraine is considering the possibility of buying French defense equipment. Thati s far from meaning a bounding obligation.

Right, but my understanding is that Macron's position is fairly shaky anyway. I wouldn't be surprised to see this letter of intent come to fruition after Macron's tenure is up.

1°) Many countries are presently unable to reach the 2 % GNP NATO objective.

2°) Dassault because of the various Rafales previous orders is working at full cadence and in its present states does not have the industrial capabilities for more ; even if the 100 planes were produced, the pilots training will be kind of a challenge.

I would be glad to see the orders materialised but I have my doubts.
