No, that's a myth. It originates from confusion of U.S. technical staff reading German operating manuals because the latter referred to metric gravity whereas the U.S. staff were accustomed to U.S. Imperial gravity. Since the numbers associated with the latter are considerably larger, the Americans were initially worried that the Germans had created lighter gravity...until some kindly Brit pointed out the different units of measure and everyone Calmed Down and Carried On.

1650-9 was experiencing major issues in producing more that 75" MP until late 1946. The SAC tables were assembled from both NAA 1947 and Eglin testing in 1948.
F-51 manual indicate that it can operate at 90hg based on HP value, but the speed is pretty slow though

I did noticed that, however the result still very different after conversion
In the P-51H color chart
At 25000 ft P-51H can reach 482 MPH
At 21000 ft P-51H can reach 467.5 MPH
In the F-51H manual chart
At 25000 ft, F-51H can reach 406 knots = 467 MPH
At 21000 ft, F-51H can reach 404 Knots = 464 MPH
the altitude where they reach their top speed is also very different, F-51H chart show that top speed is reached at around 21K-22K feet while the color P-51H chart show top speed is reached at around 25k ft
 
You do realize that the speed difference is about what might be expected between two different production examples?

Production planes were accepted if they were within a certain percentage of contract speed.

The difference at 21,000ft is well within expected (or accepted) instrument error.

used aircraft were almost always slower than factory fresh. Mustangs were especially subject to this as the factory fit and finish was better than many other aircraft.

What are the different between P-51H and F-51H?
