Disc Cleanup is a one-stop utility that will perform basic tasks for a windows/Internet Explorer user, especially the cache, which can accumulate a considerable amount of clutter. It's always worked well for me with 98 and XP.
Also, in XP, if you run the defrag utility, it'll do a quick analysis on the drive and tell you if it needs to be defragged or not. I'm not sure about Vista...
And I saw SpyBot mentioned a few posts ago...you cannot go wrong with SpyBot S&D...super good program and real easy to use for the beginner.
