Started some of the decals. Green paint doesn’t respond well to clear cote it bubbled up. I sanded it off will leave it as worn off paint

Cannot understand what is happening with your paint, I take it your brush painting and maybe the application was a little thick and therefore not completely dry when the clear coat was applied. Looking at one of your earlier pics, I see a Humbrol and Tamiya enamel that you may have used for these colours. Enamels do take a while to dry properly particulaly when hand applied. Also what clear coat did you use, it is possible this may have reacted to the paint.
