I've seen photos of the same a/c before:

I'm almost sure this is a Ki-44 II Ko (a) with the old Type 89 telescopic sight and standard wing machine guns Ho-103.
It's interesting to know what's written on the back of the postcard - are there any details about the a/c. I guess the date is 26.12.19 Showa (that's Dec. 26, 1944). Is it possible that the text is not in Japanese but in Chinese? (don't speak these languages though).

P.S. I found it: the same a/c is depicted several times (more than 5) in FAOTW # 16 - see attachment. It is Ki.44-II Ko indeed, s/n 1308, belonging to Army Aviation Examination Department at Fussa Air Base (currently Yokota Air Base).

IMHO the larger vessel is the IJN Asahi a submarine tender and repair ship, a former Japanese pre-dreadnought battleship. In 1939 she was modified to a torpedo depot ship.

The smaller one seems to be the Chinese Yung Feng class gunboat - possible the IJN Asuka servicing as a torpedo-boat mothership.
