Wow, interesting photo. This was almost certainly taken at the Spithead Naval Review in May 1937, the Japanese ship was the Myoko Class heavy cruiser Ashigara. The two vessels provided much curiosity as their attendance was the first time that the British got a close look at these ships.

This picture seems to have been taken by a photographer in Suzaka City of Nagano Prefecture in the prewar but there was no military unit due to very countryside. Guys in the photo look high-school students to me.

I have not seen such a fashionable one in any old photos. That might be a modest enjoyment for teenagers.

And in the original photo, there is an embossed area bottom/right that has characters within, would that be from the photographer, perhaps?

This seal says "カツヤマ スザカ = Katsuyama in Suzaka" and next pic is the Katsuyama Photo Studio in Suzaka since 1913.

At a glance, these guys in the picture may look like students from a Preparatory Military School in Tokyo nearby but this guy in the circle destroys such a militaristic atmosphere to show they have nothing to do with the military although some of them look militaristic to me too.
