After close inspection, it appears to have French civil registration which may explain the waste of two engines on a twin float biplane.
It does have a front opening windscreen, which indicates bug smashes on the pilot are not a problem because of speed.

So the supposed "French" registration ( F-xxxx) is a Canadian one (CF-xxxx).
And it's amusing to consider the second engine was a waste, as this unfortunate aircraft was very underpowered - and specially, unable to fly on a single engine.
