In fact BC hit important targets time to time, but not regularly, so its raids didn't have much effect on Germany and its economy during the first part of the war.

As we have previously discussed, during WWII era the Port of London was just south of city center. Unless you are using JDAMs anything aimed at the seaport will also hit the city.
 
26/27 July 1942;

12 Bostons and 10 blenheims on Intruder missions. One Boston from No. 226 Squadron lost while attacking Jever, this was the first Boston Intruder casualty...

Target that night was Hamburg...

30/31 July;

6 Blenheims on Intruder Flights were recalled, one did not receive the signal and went on to bomb Rheine airfield...

As Fastmongrel already noted, the Port of London situated rather east than south of the city center and the targets of some main raids during the period were e.g. the City and administritative areas.
