So Germany decided their light bombers could do more good on the Russian front. If RAF Bomber Command had been inflicting more damage the German decision might have been different.

In fact BC hit important targets time to time, but not regularly, so its raids didn't have much effect on Germany and its economy during the first part of the war.

As most of the kills by NJG2 were aircraft from OTU's that would appear a moot point.

As we have previously discussed, during WWII era the Port of London was just south of city center. Unless you are using JDAMs anything aimed at the seaport will also hit the city.

The Port of London stretches from the Pool of London the bit in the centre by Tower Bridge to Tilbury docks 25 miles away.

26/27 July 1942;

12 Bostons and 10 blenheims on Intruder missions. One Boston from No. 226 Squadron lost while attacking Jever, this was the first Boston Intruder casualty...

Target that night was Hamburg...

30/31 July;

6 Blenheims on Intruder Flights were recalled, one did not receive the signal and went on to bomb Rheine airfield...

As Fastmongrel already noted, the Port of London situated rather east than south of the city center and the targets of some main raids during the period were e.g. the City and administritative areas.
