I think you're thinking of Rivets. As I recall it was the dystopic future after the Ogres had won.

Kind of steam punk. The second pic remains me of the orbital drop shock trooper of the Halo videogame.

The parachute tank was implemented by the US and M-551 Sheridan. It didn't work. Any air dropped tanks were never used again. Or so I was told.

I have a vague memory that aerial mines like those were actually tried at one stage but did not work

IDK about modern times, but the Soviets tried it at least once, in ww2 and IIRC, once during Cold War.
