The full story can be found in Skunk Works by Ben Rich. One was launched which got lost, flew over China and was found ten years later in Siberia. My memory may not be completely accurate, but I'm not going to dig out the book and read it again.
When the M-21 worked as planned, it was to drop the film cannister for retrieval in the Sea of Japan.
