Those guys waiving with their hats/caps are so often seen in Japanese photos. IMHO the latter were staged (I think I read somewhere about it). But the interesting thing is that many Japanese models (I know some in 1: 48 by Tamiya) offer figures of the same "waving guys". I have never painted or used any of them.
BTW check the guys in shorts and white socks in the photo - Tamiya gives us the chance to build them (see below).
