Looks like its being tested at San Diego, California. Which makes sense since the Consolidated plant is right there as well as the naval base.

The monoplane is a Leo H-43.
The biplanes are Levasseur PL 15 torpedo bombers (16 examples used between 1933 and 1938).
12 examples were reintroduced in 1940 equipping Escadrille 3S6 and later reformed.
