I think the Japanese use snow-blowers.

I know we have them here in Northern California to clear the passes in the Sierras and a few other locations in the Cascade Range.

One pass in particular, near Mount Lassen, will have drifts well over 20 feet deep and snow can remain on the ground until September.
 
While not as extreme as Japan's Alpine highway, California gets some serious snow in the Sierras, especially near Donner pass, Truckee and Lake Tahoe. The flats between Lassen (Old Station) and the Susanville cutoff can see snowfall that will easily reach 20 to 30 feet...
