Priorities IIRC. ASW ships and carriers were more critical. Unicorn was affected too delaying it by 18 months.

I wonder if Illustrious and Formidable had been sunk (as they nearly were) in the Mediterranean in summer 1941 if the two Indefatigables would have been expedited.
