I just downloaded a ww2 file from По фашистским самолетам - огонь! and obviously the Russian ideas on shooting people in parachutes have not changed since then

Not to be too cynical, but they're* enemy combatants who haven't surrendered. What was or is the doctrine of other armies?

Added in edit:

It seems that people parachuting from disabled aircraft are protected by some treaties; paratroopers are not.

* the paratroopers.

There is a wiki page devoted to parachutists during wartime.

It was done well with citations:

The conversation, though, was about paratroopers being shot. The Wiki page reads:

30. Persons Descending by Parachute

The law of war does not prohibit firing upon paratroopers or other persons who are or appear to be bound upon hostile missions while such persons are descending by parachute. Persons other than those mentioned in the preceding sentence who are descending by parachute from disabled aircraft may not be fired upon.[4]

All sides in that war shot paratroopers in their silk. They're fair game.
