Designations are based contract allocations and funding. There might have been classified design studies that "took up" those numbers.

Maybe? Both aircraft look mighty similar although the rollout photos don't reveal much. I wonder how much in common the B-21 had with the B-2?

It reminds me of the old French numbering system of the 1930's-40's. Like the Bloch Mb 151, 152, 155 ect.....
I think they just skipped to 21 as a tie in with the 21st century.

The requirements for both the mission itself and for stealthiness in executing said mission imply to me that the B-2 designers probably hit pretty close to home in combining the two requirements, and that therefore the B-21 designers didn't try to reinvent the wheel.
Of course the devil's in the details and you and I both know they're not going to show that sort of stuff in a rollout.

Considering that Northrop already had experience with their B-2, it's no surprise the B-21 looks similar.
