I won't say you are on the wrong track, it may be a torpedo, but not that model, the Mark 13 attaches the wings above the torpedo body, the weapon on the cart has low mounted wings (if it is actually on the cart in the same configuration as it would be launched, and not inverted) but it is not clear enough to see

The more I look at the image I think it is a Yokosuka MXY7 Ohka 11 you can just see the cockpit on the top, and the features match the suicide bomb to my eyes.

It's a 10.5cm LeFH 16 auf Geschutzwagen Mk.VI(e) self-propelled artillery gun built on a British Vickers Mk.VI light tank chassis. Also known as Leichter Panzerkampfwagen Mk.VIB 735(e) or Leichter Panzerkampfwagen Mk.VIC 736(e) depending on the Vickers Mk.VIb or Mk.VIc light tank used as the base.
