Yes that's the antenna. IMHO that's the Panzerzug 21 that was equipped with the captured wagons of a couple of ex Polish armoured trains in 1939. The one with the antennae was a modified assault wagon. The antenna system was also modified by adding additional booms with insulators and a second wire stretched in the middle of the masts. On the corner masts the booms protrude diagonally.
