For Germans it is only 11 meters, for the Brits it is 36 feet, an obvious bias.on penalties !

I had many a happy hour with that debate, obviously the average German doesnt realise a football field is in Imperial measures, it just happens that 11 meters is 12 yards, the goal at 8 yards by 8ft is just numbers when converted to metric.

Football is an English game with English rules.
It is a world game, the rules are variable. What is considered great play in South America is cheating in UK. There was a school of thought in the late 1800s early 1900s that a "penalty" was anathema to the spirit of the game, so if you gave away a penalty the goalkeeper was obliged to leave his goal to let the oponents score.
