By 1914 Germany was 2nd largest exporter in the world, 2nd only to UK. Germany had started a bit late being a largely agriculture economy in 1850 but changed over to an industrial economy faster than the other European powers. This meant both imports and exports.
Yes, but a lack of a battlefleet would not have made this impossible. By the middle of the 1880s the USA had surpassed Britain as the world's leading producer of manufactured goods and steel, and yet the country did not commission any battleships until 1895, with USS Texas and USS Maine. Germany did not need a vanity battlefleet to protect its trade, because Germany's trade was never under threat.
