Japanese artifact / WWII - Need help identifying

Hi. My name is Isabel. My husband's father served in the Navy during WWII on the USS Orestes. Prior to the Orestes, he served on another ship that was attacked and sank, but I cannot remember the name just now. I have an item that he brought back from his time in the service. I would like to try and identify the proper name for it. My husband always said it was a dog tag, but after researching, I'm not sure. It could be a Good Luck flag or some other keepsake given to Japanese soldiers or maybe none of those things. Just trying to find out for sure. I've had it in a frame for many years. It measures 4 and 1/4 inches by 3 inches.
Any help would be appreciated.

It's an ID tag and says -

氏名 アタリヤ ナンニャスカ Name Atariya Nan-nyasuka
當 三十四才 Age 34
主婦 Housewife
ナキリアン Nakirian (Town name ?)
ラユニオン州 Province of La Union (* in Philippine)

Thank you for your help. So good to finally know more about this item. My husband's father did spend time in the Philippines, so that makes sense. The tag is just a small piece of WWII history and it means so much to understand it's origin and it's message. For many years we thought about researching it, but didn't know where to start.
