I would assume it's simply there for the tail's integrity.

Ah! The old Stringbag! Thanks Wayne! I once towed the RN Historic Flight Swordfish with my old Land Rover, all 7 or 8 tons of it! The crew were worried in case I pulled the tail wheel off, I was more concerned over my clutch!
