Interesting Photo, I have never seen a pictur of a P1Y1 with a ventral gun position? Must have been a prototype thing? OK doing a bit of googling is see it was a jet engine testbed A/C for the Odd Ishikawajima Tsu-11 jet engine

I know the Ki-30 was one of the types that dropped plague infested Flea bombs over several sites in China, so I wonder if they are "flea Bombs"?

Possible.

Enlarged it looks to me like a standard bomb inboard with something strapped to it. Plague would likely be destroyed by the bomb explosion so maybe some incendiary material or crude cluster munition?
