Actually it does not. Remember that a certain person who earns millions has been paying as little as $750 per YEAR and he is not the only one by any means.

He is not a tax cheat. He is using every one of the legal tax minimisation factors that he can.

I do not know about the US and other countries but in Australia we have an annual report which shows how the top 1% paid what percentage of their income as tax. No names naturally. Almost every time they pay a lower percentage than those in the very lowest tax bracket.
