As an owner of a small business, I've received the letter from a company DAD Gmbh from Germany. They offer to give me a 'European business number', free of charge. However, in the small print they want me to pay 667 Euros per year, in order to be listed on their web site.
So I've googled a bit, and sure enough: the Croatian Chamber of Commerce issued a warning specifically about this company (here, can be translated; back in 2014 they wanted 480 Euros per year), and it is listed as a fraud here. Czechs also reported that here. Also the Germans, in English here.
