Or is it a fake patch?
The police in San Francisco have the same slogan and the same eagle

I was born in the San Francisco Bay Area, so I recognize the S.F.P.D. patch, The other is almost an exact replica, depicting the Phoenix rising out of the ashes. (The Phoenix symbol was adopted by San Francisco following the 1906 earthquake and fire.) Perhaps a unit based in, or around, the S.F. Bay Area or it's possibly someone's idea of a fantasy piece? At any rate, it's a really interesting patch, thank you for sharing it and have a great weekend.
