It was a stupid program promoted by someone with political pull. When it was suggested the response was that we really kinda needed to focus on bombers and fighters since PH had just been bombed. But when the politics in DC got rolling, a requirement was developed out of thin air:

"If the Germans invade South America the C-76 will be useful there."

It was made out of wood, and thus needed a temperature and humidity controlled factory in order for it to be located in hot, humid, LA. The good news was that the factory proved to just what was needed to build Higgins boats.

The first C-76 crashed when the tail fell off because the bolts that held the tail on had never been installed ("How are you going to put the bolts in if you glue the tail together that way?" Response: "Bolts? What bolts? The first one did not have any bolts.") Two more were built and reportedly served as hacks at Tinker Army Airfield during the war.
