At Blackburn, that was designed on Friday night running into Monday morning after a weekend of parties.

Is that from an old National Lampoon issue?
It's a dieselpunk (sort of) flying machine, out in the community for at least a couple of years, wrongly named "ekranoplan" by its creators.
Could be more elegant (for my own taste) and probably had to be labeled as an AG (anti-gravity) machine.
