Possibly (probably?) Hobbycraft. I know Pioneer 2 did a AT-11, but I can't recall whether they did a straight up C-45.

PM Models (from Turkey) who later traded under the name Pioneer 2 did Beech 18, C-45 and AT-11 boxings (the AT-11 being the rarer one) in 1/72. They are not the same moulds as the Hobbycraft kit. No I do not know whose mould that is in the model images.
