That could certainly affect things Greg, especially if the air was even a little damp.
Try the water thing mentioned above, and if that works, then a second coat will almost certainly dissolve the "spots" and give a better finish, but move the model into a warmer, drier room.

Hi Folks,

After much pondering I have repainted the Jug. I merely put on a fresh coat over the spoilt one, and then redid the gloss coat, in a warmer room. I guess the low temperature in my hobby space caused the problem in the first place.

Decals are on and a Matt coat applied to seal them in.

I'm calling this one done! Not my best I'm afraid but far from my worst 😂
