I have a photo from the internet and don't know any details but maybe this is how/where the French got their E13A:

These, and several other types were under control of the British ATAIU-SEA. This also included Nakajima Ki-43s, a Ki-21, a Ki-36, a Ki-54, A Ki-30, Ki-51s, Ki-46. Ki-59 and an L2D2. The aircraft were at Bien Hoa airfield. The French were allowed to select most of them and the ones they couldn't get to operate, remained with the French insignia. The E13A1's were put into operation January 1946, operating until mid-1948. They also seized a A6M2-K, which sank on it's first landing. Japanese Aircraft in Foreign Service Vol.I, Jackiewicz & Fleischer, S. Atelier Kecav.
