That's a cogwheel steam Z-series (Z-2, IMHO) locomotive made in 1893-1919 by the Krauss & Co, Werk in Linz , Austria. Also the locomotives were marked as DR-99 and for ÖBB or NÖSBB - 999.**

Why Polen Ukraine ... ? Just the Ukraine IMHO. It is a soviet O class locomotive. It's serie ( IMHO that's the Ov or Oy ) and the number can be noticed in the enlarged shot.
