They did - unless their view was obstructed in the cockpit there are dozens of training scenarios pilots have to go through when training in aircraft that have EFIS systems in them and many of those scenerios involve loosing all 4 screens. There's an artifical horizion I know for sure, maybe an airspeed indicator and VSI that are used for backup but I think that's it.
The pilot probably wamted to lessen his workload , the advantage of a PAR approach is that you can virtually do it without instruments. Airspeed amd turn and bank IMHO being the most essential for the pilot . The PAR controller (going back in time) was often tested in such approaches . Worst being a 104 low fuel no compass

Also sounded as if stearing and brakes also failed as he skidded off the runway. There was also cell phone video in the cabin could only see two three rows in the smoke.

IT is SOP when doing a PAR that the controller talks him right to the RWY unless the pilot cancels the approach, it is a constant patter with no breaks longer then 10 secs
