The second photo looks like it is slowly working but if the solution doesn't work, try a cloth soaked in very hot and gently....repeat gently press it on the decal. Let the heat do the work
Bingo! Those decals that have had small bumps on my builds have always been a challenge. Piercing at the top or of the 'nub' does allow the rest of the decal to settle, but invariably I have to 'toothpick' a dot of color to fix. Sometimes though I have had luck with wetting a Q-Tip with the softener solution and rolling/pressing till it conforms.
