I'm about 99.999% sure that is indeed her.
There is another well known photograph of her in which she is wearing a leather jacket (the jacket over her arm?) and a beret (the one in her left hand?). She is also wearing the same neck tie/cravat, which makes me think the photograph was taken at a similar time to the one posted.
She liked a neck tie, there's a 1929 picture of her and Earhart in which she sports something similar.
I think I might see Jaqueline Cochran there, and possibly Elinor Smith, but I don't know when or where the photograph was taken.
