Seems to be an "interesting" interpretation of one of the Major Arcana cards from the Waite tarot deck: XV, The Devil.
Symbolic meaning very negative: dominance of matter over spirit, bondage to material things, hardship and violence, black magic, and sensation divorced from understanding.
On a positive note though, the nooses are loose, and thus 'self imposed' rather than forced - they can be thrown off anytime if the person so wills.
