Isn't 31C about 87°F - it's 29.5C here in Redding right now (at 8:30 p.m.) and feels great.
It was 98°F here today, by the way.

Just a few weeks ago, it was 45C here in Redding, not the hottest it's been in the past, but fairly toasty all the same.
