There was a similar list that I put under the glass on my desk at my first assignment. Examples I recall:

"Your attention is invited" = For Christsakes you idiots, wake the hell up!

"Opinion generally held" = Two of us here agree

"Opinion widely held" = Three of us here agree

"A study underway" = We are trying to find someone to do it

"Under the new management all previous policies will remain in effect" = We don't know what they are yet but if those idiots thought them up you can be damn sure we will change them as soon as we find out.
