I've seen the cobweb effect before with gunze Sanyo lacquer when I was on Okinawa. I never solved it but than I guess I didn't know the mad hatter than either.

Agreed. I've read that Mr Color Leveling Thinner produces the best results but I only use their aqueous paint so can't say for sure
