Some airframes are built to flex in flight. I doubt this is so with the MiG, but such as the B-52 and B-47 the skin wrinkles on the ground and stretches out in flight. In some flight patterns it can wrinkle up some as well. Not normally seen on smaller aircraft such as the MiG though and I'd expect it to be workmanship.
My belief was that generally Russian built aircraft had a worse finish due to looser manufacturing standards than other Warsaw pact license built such as Czech Mig 21's and Czech / Polish Mig 15's.
