Fine. Now open that pic with Irfanview.I mean the previous one of the initial size. Notice you can't see it fully because of its size right?

Okay, at its orignial size .

Now use the vertical and horizontal bars for scrolling view. Set the flap bay view into the middle of the Irfanview screen.If the flap bay can't be seen fully with the settings don't worry. scroll the screen a little bit left and up to see a half of it only.

Yes without resizing it fills the screen. No scroll option.

I see. Check the setting -> View -> Display Options -> there should be marked "Fit a window to a pic (1:1 suggested)" option.
