Use a small brush, and paint it in, with a very small amount, then repeat when dry until it looks right. I normally put a small drop on each dial, with the part lying flat, and let it settle. Any bleed tends to go semi-matt (outside the dial) which can be tackled later, with the required clear coat, and the next application (to the dial) then 'sticks' to the first coat.
Alternatively, use a gloss enamel clear varnish, but ensure the panel/dial is totally dry first, to prevent any spread of the small detail painting. This works much better than Future in this instance. If the part is painted in acrylics, test first. A spot of Micro Kristal klear also works, but it has to be a small spot, and allowed to set in order to fully clear.
