護国 海防艦 (Gokoku Kaiboukan) = Coast guard vessels operated by the navy.
They are separated from JSDF as Japan Coast Guard today.

Sorry but if I may add a few more, Doctor Pal is honored there because he stood on Japanese side to defend as an Indian judge in the Tokyo War Tribunal. His message left to our war generation is scratched on the plate of monument. It says -

"When Time shall have softened passion and prejudice,
when Reason shall have stripped the mask from misrepresentation,
then Justice, holding evenly her scales, will require
much of past censure and praise to change places.
Radha binod Pal 1886-1967"

Now we move to the Yushukan museum...Kamikaze Statue out the front and through the Glass frontage....another Japanese Zero!
